Masoud Alsubaie, MBA, CIPD has been promoted to Strategy & Performance Director at the وزارة الثقافة Ministry of Culture, marking a significant milestone in his 14+ year career across strategy, performance, transformation, project management, and organisational development.

Masoud has built a strong career with the وزارة الثقافة Ministry of Culture, progressing from Consultant to Senior Consultant and now Strategy & Performance Director. Before joining the Ministry, he spent nearly 10 years at Almarai – المراعي, where he held progressive roles including Human Resources Project Manager, Human Resources Business Partner, Human Resources Supervisor, and Recruiter. His expertise spans strategy execution, performance management, governance, business transformation, project portfolios, HR strategy, risk management, and organisational development.
