Hadeel Biyari has taken on an important leadership role as Vice Governor Advisor at the Zakat, Tax and Customs Authority, bringing extensive expertise in tax advisory, compliance, and litigation. Over her career, she has held key positions at Deloitte, progressing from Senior Tax Manager to Director and ultimately Partner, driving tax strategy, advisory, and transformation initiatives. Prior to that, she contributed as Tax Technology and Transformation Manager at EY in the UAE, where she led VAT implementation projects and advisory services across multiple sectors, earning recognition for her impactful solutions. Hadeel’s career reflects a strong commitment to innovation, excellence, and stakeholder value in tax and legal services.

She also serves as Saudi Arabia Country Chair for G100: Mission Million, and is an active member of the Saudi Leadership Society, demonstrating her dedication to diversity, inclusion, and leadership development at both local and global levels.

Hadeel holds a Bachelor of Arts in Accounting from Northumbria University, forming the foundation for her extensive expertise in tax, finance, and regulatory advisory.
