Saad Ibrahim Shafee (EMBA , PLC , COCC) has been promoted to Chief Communications Officer (CCO) at أمانة منطقة المدينة المنورة.

With extensive experience in public-sector transformation, strategic partnerships, and urban innovation, Shafee brings a visionary approach to municipal communications and community engagement. He is also the founder of Madinah Tech, the first government-backed urban sandbox in the MENA region, enabling startups to test and scale urban solutions in live city environments.

In his new role, Shafee will lead corporate communications, media relations, protocol, and community engagement, strengthening public trust and building impactful partnerships to support the city’s development and quality-of-life initiatives. His leadership combines expertise in public-private partnerships, organizational transformation, and evidence-based policy design, positioning أمانة منطقة المدينة المنورة as a hub for innovation and excellence in urban governance.
